Step 1: Background of the 1951--1952 Democratic Experiment:
The appointment of Sukumar Sen as the first Chief Election Commissioner in March 1950 marked the beginning of an unprecedented democratic experiment. Conducting universal adult franchise in a massive, underdeveloped post-colonial country was widely mocked by western commentators as a "gamble" destined to fail.

Step 2: Challenge 1 --- Unprecedented Scale and Mass Illiteracy:
The proposed electorate consisted of approximately 17 crore (170 million) voters, of whom nearly $85\%$ were completely illiterate. This meant that standard printed paper ballots containing names of parties or candidates were unusable. The Election Commission had to devise an entirely new voting method, choosing to assign a unique visual symbol to each candidate and placing separate physical ballot boxes for each candidate inside the voting booths so that illiterate voters could exercise their franchise.

Step 3: Challenge 2 --- Defective and Incomplete Electoral Rolls:
Preparing the first clean list of eligible voters across India was a logistical nightmare. When the draft electoral rolls were first compiled, the Commission discovered that the names of nearly 40 lakh (4 million) women were completely missing or incorrectly recorded as simply "wife of..." or "daughter of...". Sukumar Sen took the bold decision to refuse to accept these defective entries, ordering massive, door-to-door corrective exercises to properly register female voters under their own names, which delayed the elections.
