Agrarian unrest was a frequent feature under colonial rule due to exploitative revenue collection policies. In May 1875, ryots (peasants) in the Deccan region of the Bombay Presidency rose up in open rebellion against rural moneylenders (\textit{sahukars}) who trapped them in spiraling debt cycles.
Step 1: Origin of the commission
Terrified by the intensity of the peasant uprising, the Government of Bombay set up a special investigative panel called the Deccan Riots Commission to examine the root economic causes of the agrarian rebellion.
Step 2: Submission of the official report
The commission meticulously collected evidence, recorded peasant grievances, and compiled an exhaustive report detailing rural debt and revenue patterns. Since India was a colony governed under the crown administration of the United Kingdom, the official report was formally presented to the **British Parliament** in the year 1878. It subsequently led to the passing of the Deccan Agriculturists’ Relief Act of 1879.
