Concept: The Election Commission of India was established in January 1950, with Sukumar Sen appointed as the first Chief Election Commissioner. Conducting the first General Elections in 1951–52 on the basis of Universal Adult Franchise across a vast, poor, and newly independent country was an unprecedented democratic exercise.

Step 1: Challenge 1: Preparing Electoral Rolls and Handling Widespread Illiteracy.
Over 85% of the eligible population was illiterate out of approximately 17 crore (170 million) eligible voters. Preparing accurate voter lists was a major operational hurdle. Furthermore, when the draft electoral rolls were compiled, the names of nearly 40 lakh women were omitted or improperly recorded as "wife of..." or "daughter of..." rather than by their actual individual legal names. Sukumar Sen rejected these entries and ordered a complete re-compilation to ensure proper registration of female voters.

Step 2: Challenge 2: Delimitation of Constituencies and Designing Innovative Voting Voting Procedures.
Delimiting legislative boundaries across India's vast and geographically diverse terrain required enormous physical mapping. To enable an illiterate population to vote confidentially, the Election Commission had to innovate a unique ballot system:
