A neutron probe measures volumetric soil water content by counting slowed neutrons, not hydraulic conductivity. An infiltrometer measures the rate at which water enters the soil surface, an unsaturated, near-surface process rather than a true in-situ saturated conductivity value. A piezometer measures the hydraulic head or water table elevation, not flow rate through the soil matrix. Only the Guelph permeameter creates a constant head of water in an augered borehole below the water table and calculates saturated hydraulic conductivity in situ directly from Darcy's law applied to the steady-state outflow, making option 1 correct.
