Alternate approach - ruling out the symbolic-date traps:
Two of the four options, 15 August (Independence Day) and 26 January (Republic Day), are commonly used as distractors because they are dates people associate with major national announcements, even though the NEP was not timed to either. The 2021 date can also be ruled out because the policy is universally referenced as a 2020 policy, not 2021. The Union Cabinet actually cleared the New Education Policy on a routine working day, 29 July 2020, which is the only option that isn't a national holiday and correctly carries the 2020 year, confirming it as the answer.
