Part XIV of the Constitution of India deals with "Services under the Union and the States." Article 315 is the foundational article that provides for the establishment of Public Service Commissions. Article 315(1) states, "Subject to the provisions of this article, there shall be a Public Service Commission for the Union and a Public Service Commission for each State." This establishes the constitutional basis for the Union Public Service Commission (UPSC) and the State Public Service Commissions (SPSCs). The subsequent articles deal with the appointment (Art. 316), removal (Art. 317), and functions of these bodies.
