Step 1: Challenge 1: Shaping the nation:
India had to forge a single political community out of enormous religious, linguistic, caste, and regional diversity, while also absorbing over 500 princely states and managing the trauma and refugee crisis of Partition.
Step 2: Challenge 2: Establishing democracy:
The new nation had to build democratic institutions from scratch and frame a Constitution that would guarantee rights and representative government to all citizens, an unprecedented experiment given the country's scale and diversity at the time.
Step 3: Challenge 3: Development and welfare:
India needed to ensure the economic development and well-being of its entire population, most of whom were poor and illiterate, requiring planned economic growth alongside social justice and poverty alleviation.
Step 4: Interconnection:
These three challenges were deeply linked: political unity was a precondition for stable democracy, and democracy in turn provided the framework within which development policies could be debated and pursued.
