The Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and Their Disposal is an international treaty that was designed to reduce the movements of hazardous waste between nations, and specifically to prevent the transfer of hazardous waste from developed to less developed countries. It was adopted in 1989. The other options are associated with different conventions:

(b) is UNFCCC (UN Framework Convention on Climate Change) and the Kyoto Protocol/Paris Agreement.
(c) is the Vienna Convention and the Montreal Protocol.
