Comprehension

Prime Minister Shri Narendra Modi participated in the 25th Meeting of the Council of Heads of State of the Shanghai Cooperation Organization (SCO), held in Tianjin, China, from 31 August to 1 September 2025. The Summit witnessed productive discussions on SCO Development Strategy, Reform of Global Governance, Counter-Terrorism, Peace and Security, Economic and Financial Cooperation, and Sustainable Development.

Addressing the Summit, Prime Minister highlighted India’s approach to strengthening cooperation under the SCO framework. In this regard, he noted that India seeks greater action under three pillars – Security, Connectivity and Opportunity. Emphasising that peace, security and stability remain key to progress and prosperity, he called upon member countries to take firm and decisive action to fight terrorism in all its manifestations. Prime Minister underlined the need for coordinated action against terror financing and radicalization. Thanking member countries for their strong solidarity in the wake of the Pahalgam terror attack, he emphasized that there should be no double standards in dealing with terrorism and urged the group to hold countries who perpetrate and support cross-border terrorism accountable.

Highlighting the role of connectivity in fostering development and building trust, Prime Minister stated that India strongly supported projects such as Chabahar port and International North-South Transport Corridor. He also spoke about opportunities in the fields of start-ups, innovation, youth empowerment and shared heritage, which must be pursued under the SCO umbrella. Prime Minister proposed commencing a Civilizational Dialogue Forum within the group to foster greater people-to-people ties and cultural understanding. (246 words)

Approach Solution -2

Elimination approach:
Peace and security, sustainable development, and reform of global governance are separate strands of the SCO agenda discussed earlier in the passage, not the stated purpose of the newly proposed forum.
The passage links the Civilizational Dialogue Forum specifically to fostering "people-to-people ties and cultural understanding," so options (A), (B) and (C) can be ruled out, confirming option (D) as the answer.

Approach Solution -3

This question asks what specific purpose the Prime Minister assigned to the newly proposed Civilizational Dialogue Forum (CDF), as distinct from the wider agenda items discussed at the SCO Summit. Let's check what each option corresponds to in the passage.

  1. Peace and security: The passage discusses peace and security as one of the three pillars India wants the SCO to act on (Security, Connectivity, Opportunity), and separately as a summit agenda item. It is never linked to the CDF, so this option describes a different part of the speech, not the forum's purpose.
  2. Sustainable development: This term appears in the first paragraph as one of the broad themes the Summit as a whole discussed. It is a summit-level agenda item, not something tied to the CDF proposal made later in the passage.
  3. Reform of Global governance: Like sustainable development, this is one of the general subjects the 25th Summit covered in its opening discussions, mentioned before the Prime Minister's remarks on connectivity and the CDF. The passage never connects it to the forum.
  4. Cultural understanding: The passage states plainly that the Prime Minister proposed the CDF to foster greater people-to-people ties and cultural understanding. This is the only option the passage directly attaches to the forum.

Only option (D) is the purpose the text actually assigns to the Civilizational Dialogue Forum; the other three describe separate parts of the Summit's broader agenda.

So the correct answer is (D) Cultural understanding.

Approach Solution -3

This question asks which country takes over the SCO's rotating chair after the current cycle. Let's look at each option.

  1. Kyrgyzstan: Kyrgyzstan has already held the SCO presidency in an earlier cycle and hosted a past Summit, so it is not next in line immediately after the current term.
  2. Tajikistan: Tajikistan too has already chaired the SCO and hosted a Summit in an earlier cycle, which rules it out as the very next chair.
  3. Uzbekistan: Uzbekistan has held the presidency more than once in the past, so the rotation is not due to return to it right away.
  4. Kazakhstan: Kazakhstan is the country next scheduled to take over the chair once the current presidency's term ends, continuing the SCO's rotating leadership arrangement.

Since three of the four options have already had their turn in earlier cycles and are not immediately next, option (D) is the one that fits.

So the correct answer is (D) Kazakhstan.

Approach Solution -2

Reasoning through India's connectivity goals:
The passage links Chabahar Port to India's push for regional connectivity, specifically routes into Afghanistan and Central Asia that bypass Pakistan.
Only a port on Iran's coast fits this description, since it gives India direct sea access to Afghanistan and Central Asia without transiting Pakistani territory. This points to option (B) Iran.

Approach Solution -3

This question checks a simple geography fact tied to the passage's mention of India's support for the Chabahar port project. Let's look at where each option sits relative to that fact.

  1. Oman: Oman lies across the Gulf of Oman from Iran and hosts its own ports, but Chabahar is not located on Omani territory.
  2. Iran: Chabahar is a deep-water port on Iran's southeastern coast, on the Gulf of Oman, and it is the port India has invested in and developed jointly with Iran.
  3. Afghanistan: Afghanistan is the landlocked country that Chabahar gives India and Central Asian states access to, but the port itself does not sit within Afghan territory.
  4. Saudi Arabia: Saudi Arabia is on the other side of the Arabian Peninsula and has no connection to the Chabahar project.

Chabahar's actual location is Iran's southeastern coast, which is what makes option (B) correct.

So the correct answer is (B) Iran.

Elimination by checking each option:
Belarus joined SCO as a full member in 2024, Iran became a full member in 2023, and Pakistan has been a full member since 2017, so all three are part of the grouping.
Myanmar has never held SCO membership, so option (D) is the one that does not belong.

Approach Solution -3

This question tests which of four countries is not part of the SCO's membership. Checking each one:

  1. Belarus: Belarus was admitted as a full SCO member in 2024, becoming one of the group's newer full members, so it does belong to the organisation.
  2. Iran: Iran was granted full membership in 2023, having earlier held observer status, so it is also a genuine member.
  3. Pakistan: Pakistan joined as a full member in 2017, alongside India, and has remained one since.
  4. Myanmar: Myanmar has never been admitted as an SCO member, whether full, observer, or dialogue partner, in the organisation's current structure.

Three of the four listed countries are confirmed full members, while Myanmar has no membership status in the SCO at all.

So the correct answer is (D) Myanmar.

Distinguishing the summit venue from the permanent headquarters:
The passage describes the 25th Summit as being hosted in Tianjin, but a summit venue changes every year depending on which country holds the rotating presidency.
The SCO's permanent administrative Secretariat, unlike the rotating summit venue, has been fixed in Beijing since the organisation's founding, so option (A) is correct.

Approach Solution -3

This question separates the SCO's permanent administrative office from wherever a given year's Summit happens to be held. Checking the options:

  1. Beijing, China: this is where the SCO's permanent Secretariat has been based since the organisation was set up, handling its day-to-day administrative work.
  2. Tianjin, China: this is only the city that hosted the 25th Summit described in the passage, not the seat of the permanent Secretariat.
  3. Shanghai, China: this city gives the organisation its name, since the SCO was founded there in 2001, but the Secretariat itself is not headquartered here.
  4. Wuhan, China: Wuhan has hosted other diplomatic events in the past but has no connection to the SCO Secretariat's location.

The Secretariat's fixed base is Beijing, regardless of which city hosts a particular year's Summit.

So the correct answer is (A) Beijing, China.

Approach Solution -2

Using the standard naming convention:
SCO summit declarations are traditionally named after the host city of that year's meeting, similar to how the 2023 New Delhi summit produced the "New Delhi Declaration."
Since the passage states the 25th Summit was held in Tianjin, the concluding document follows the same pattern and carries that city's name, confirming option (B).

Approach Solution -3

SCO Summits close with a formal declaration that is conventionally named after the host city of that year's meeting. Checking the options against that convention:

  1. Beijing Declaration: Beijing is the Secretariat's home city, not the host of this particular Summit, so a declaration bearing this name would not match the naming convention here.
  2. Tianjin Declaration: the passage states the 25th Summit was held in Tianjin, so a document following the usual host-city naming pattern would be called the Tianjin Declaration.
  3. Shanghai Declaration: Shanghai is tied to the organisation's founding, not to this year's meeting, so it does not fit the naming pattern for this Summit's outcome document.
  4. Wuhan Declaration: Wuhan has no connection to this Summit as described in the passage.

Following the standard practice of naming the closing declaration after the host city, the correct document from Tianjin is the Tianjin Declaration.

So the correct answer is (B) Tianjin Declaration.
