In $HBr$ both the chain initiation and propagation steps are exothermic, while in $HCl$, first step is exothermic, and second step is endothermic and in $HI$, no step is exothermic. Hence $HCl$ and $HI$ do not undergo anti-Markownikoff?s addition.
